Statement of Regulations Concerning Promotions
Clinical Scholar Track Faculty Members

Department Statement Required by Section 7.12 of Regulations Concerning the Faculty Tenure
I. INTRODUCTORY STATEMENT
This document describes the specific criteria and standards, which will be used to evaluate whether candidates meet the general criteria of promotion of faculty members within the ranks of Clinical Scholar Track of the University of Minnesota Medical School. General procedure follows the rules of promotions and tenure described in Section 7.11 of Regulations Concerning the Faculty Tenure of the University of Minnesota.
The criteria, standards and procedures are applied without regard to race, religion, color, sex, national origin, handicap, age, veteran status or sexual orientation.
The mission of the Medical School is to conduct high quality programs of research, education, and service through which the School contributes significantly to the provision of excellent health care for the people of Minnesota, the nation and the world.
The missions of the Department of Obstetrics and Gynecology and Women's Health are teaching, research and excellent clinical service. Primary academic missions of the department are to teach medical students and post-M.D. trainees (residents and fellows) and to advance knowledge in the specialty through basic science and clinical research endeavors. In their academic activities, some faculty members may concentrate on one or two of the three major missions (teaching/research/service), but the entire faculty must participate in all three of those functions. Departmental activities are conducted in general gynecology and obstetrics which are a primary care specialty, and subspecialties of gynecologic oncology, maternal-fetal medicine, reproductive endocrinology and other fields of reproductive science.
III. CRITERIA FOR PROMOTION/NEW APPOINTMENT
Clinical Scholar Track Faculty in the Department of Obstetrics, Gynecology and Women's Health are expected to participate in research/scholarship, applied medical science and service with the following standards specific to the department.
Teaching activities may occur in a variety of educational settings and formats, including laboratories, advising of students, case discussions, grand rounds, hospital and clinic rounds, patient care, surgical and other procedures, or continuing education meetings.
The following are educational activities in which competence and accomplishments in teaching can be demonstrated:
Regularly commits to the effort in teaching of undergraduate medical students (students in M.D. or combined M.D.-Ph. D. programs), residents, fellows, physicians in practice and the general public.
Participation and competence in teaching health professional students other than medical students.
Serves as a faculty adviser to post-M.D. residents (Medical Fellow Specialists or Medical Fellows), post-residency clinical fellows, or advanced degree candidates in medical disciplines, interdisciplinary programs or collaborative clinical or basic research programs.
Serves as a faculty mentor or adviser to students in any of the above categories, including medical students in the clinical courses of the M.D. curriculum.
Serves as a faculty mentor of students in any of the above categories who engage in research activities in the department.
Develops Teaching Materials
Demonstrates Teaching excellence through awards and evaluations
Participates in Curricula Development.
B. APPLIED MEDICAL SCIENCE
Clinical scholar track faculty are expected to spend a significant time in clinical care.
Excellence in clinical care cannot substitute for the primary criteria of scholarship and
education. Participation, competence, and excellence can be demonstrated by, but
are not necessarily limited to:
Recognition by peers and students as a health care professional committed to quality patient care or related patient service.
Reputation of excellence established locally and at the national level as evidenced by election to distinguished societies or selection to lists of excellence (i.e., Best Doctors), or by other documentation.
Participation in projects to monitor clinical outcomes.
Participation in projects to implement quality improvements.
Development of state of the art programs to deliver improved are or care to underserved populations.
Clinical Scholar Faculty are expected to spend some time on research or other scholarship. Scholarly activities will be evaluated according to the following:
Publication in peer-reviewed journals of clinical observations, clinical trials, reviews, or comprehensive case series that enhance the practice of medicine or educational practice.
Peer-reviewed journals that are recognized as outstanding and appropriate to the
discipline include, but are not necessarily limited to:
American Journal of Obstetrics and Gynecology
British Journal of Obstetrics and Gynecology
International Journal of Gynecologic Cancer
Journal of the American Medical Association
New England Journal of Medicine
Obstetrics and Gynecology Survey
Obstetrics and Gynecology
Publication of reviews, best clinical practices, or educational offerings in chapters, textbooks, syllabi, educational web-based programs, and videotapes.
Development of new curriculum offerings or educational materials including computer programs and videotapes that improved the quality of instruction.
Development of new technology or patented discoveries.
Participation in translational research that fosters discoveries across disciplines.
Recognition of professional peers as an excellent communicator and lecturer as evidenced by invited participation in discipline-related symposia, meetings, conference and seminars.
Demonstrated ability to secure intramural or extramural research funding as demonstrated by being the recipient of a grant or contract as a principal investigator, a co-investigator or similar title. Potential sources of funding include, but are not necessarily limited to:
Biomedical and device industry
National or regional granting agencies
Practice of medicine of a high standard at institutions affiliated with the University of Minnesota Medical School.
Active participation in committees and task forces for the Department, Academic Health Center or Hospital level
Active participation in regional, national and/or international committees, service as editor for local or national journals.
Outreach programs to local and rural community related to teaching and applied medical science.
Serve as an editor or member of an editorial board of a journal, monograph or other specialty publication.
To Assistant Clinical Professor
Appointment to the rank of Assistant Clinical Professor as a full time Clinical Scholar track faculty member, the candidate must satisfy the requirements to practice obstetrics, gynecology or women's health practitioners in the State of Minnesota and at the University of Minnesota-affiliated clinics and hospitals and have completed the clinical training to meet the requirements for the American Board of Obstetrics and Gynecology or its equivalent board. The candidate must demonstrate the ability to teach clinical skills to students and to serve as a faculty adviser to post-M.D. residents and fellows as stated in standards for tenure (see section III above).
The candidate of Assistant Professor in the Clinical Scholar track must have sufficient skills to practice healthcare in his or her discipline, and has demonstrated ability in teaching and/or research. There should be competence and potential of growth in the candidate's skills of oral and written communication, including effective presentations of educational and research materials. Involvement and competence in research/scholarship should be substantiated by publications accepted or published in national journals. The candidate's ability to conduct independent clinical research, though not a requirement for initial recommendation to this rank, has considerable merit.
B. To Associate Professor
A recommendation for promotion to Associate Professor in the Clinical Scholar track in the Department of Obstetrics, Gynecology & Women's Health is made when an eligible Assistant Professor has shown significant contributions in disciplines in healthcare, as stated in the Section III above. A recommendation to grant a rank of Associate Professor must demonstrate that the candidate has the ability and quality of Associate Professor similar to those promoted to the same position within the University of Minnesota Medical School.
While it is understood that faculty in the clinical scholar track will spend their time in a mix of promoting scholarship, teaching and applied medical science, the faculty may have a particular emphasis or distinction in either scholarship, research or education. Please note: scholarship is necessary for promotion. This means there must be publication (handouts, syllabi, web-based materials, manuscripts in a journal, etc.) related to teaching, research or clinical review. Specific criteria for consideration to the Associate Professor rank may include but are not limited to:
Publication of clinical observations, reviews, or analytical studies in peer-reviewed journals that are recognized as authoritative and that influence the practice of medicine or educational practice.
Development of patented products and technology or development of new technology.
Evidence of attraction of extramural grant, industry or foundation support as principal investigator or major collaborator to support clinical research activities.
Continued development of new principles of teaching or teaching materials that make a unique contribution to quality methods of learning in a given subject through the medical school or outside the local community.
Teaches medical students, residents and fellows in a variety of educational settings and formats, including: didactic presentations, lectures, seminars, conferences, tutorials, laboratories, grand rounds, hospital and clinical rounds, patient care, surgical and other procedures and continuing education.
Consistently receives excellent evaluations for teaching by medical students, residents and fellows or by receiving teaching awards. The impact and value of the teaching should be recognized beyond the local level as demonstrated by invitations to teach at other hospitals or other medical schools, programs or professional societies, or continuing medical education courses.
Evidence of teaching excellence at the undergraduate, graduate, postdoctoral and continuing medical education levels by written statement of the head of the department and academic peers familiar with the candidate's performance in teaching.
Regularly attends and participates in teaching activities including, but not limited to: formal conferences, ward rounds, small group teaching sessions, medical student lectures, research conferences and symposia hosted by the department.
Acts as an advisor and mentor to medical students, residents and fellows.
Applied Medical Science. Must continue to demonstrate an excellent reputation inside and outside the Twin Cities area as an authority. This can be demonstrated by:
Patient referrals from outside the area.
Invited visiting lectureships.
Participation in projects to monitor clinical outcomes.
Participation in quality services, such as quality improvement
Clinical excellence or development of new clinical programs.
Demonstrates distinction by service to local, regional or national professional societies/organizations.
Letters from local and nationally recognized clinicians evaluating the individual's contribution to the field.
Service and/or leadership in department, medical school, AHC, University or hospital committees or local/national organizations.
A recommendation for promotion to Professor is made when an Associate Professor has fulfilled the criteria and standards for the rank of Professor, as stated by the Medical School (section 7.11 of the Regulations Concerning Faculty Tenure) and the Department (see section III above). The criteria stated for promotion to Associate Professor will continue to be applicable during the intervening period of time. The proposal of a candidate for Professor must be supported by evidence of additional academic, scientific, scholarly and professional achievements beyond that achieved at the level of Associate Professor.
The achievements of the candidate must be recognized by national and/or international peers in the profession, that is substantiated by letters from peers. Prominent senior faulty members at other Universities may also submit letters assessing the candidate's qualifications for promotion to the rank of Professor. The letters should attest to the candidate's acknowledged national and/or international reputation and recognize the candidate's leadership in his/her field:
Continue to sustain scholarly contributions as demonstrated by first or
senior author publications in high quality professional peer-reviewed
journals. Individuals at this level are expected to have a substantial
quantity of publications with exception that there will be a larger
contribution as senior author since appointment or promotion to rank of
Associate Professor. Distinction in research/scholarship requires evidence
of national and/or international professional societies.
Continued excellence in teaching as demonstrated by the above listed standards. Recognition for being among the very best teachers by medical students, residents, fellows or CME attendees.
Continued substantial contributions to patient care including national and/or international reputation for advancement of the specialty as demonstrated by invitations to membership or leadership in prestigious professional societies, other recognitions or awards, and testimonials of distinguished practitioners in obstetrics and gynecology.
The same criteria apply to a candidate of new appointment to the position of Professor as those stated as criteria of promotion at the University of Minnesota Medical School.
In considering proposals for new appointment or promotion in rank, the Medical School and its Department comply with the procedures described in the document, “Procedures for Reviewing Performance of Probationary Faculty”, distributed annually by the Vice President for Academic Affairs. Sections 16.3, 7.4 and 7.61 of the Regulations Concerning Faculty Tenure, provides for these procedures.
The Medical School issues a set of instructions, memoranda, and other documents annually to each department for distribution and information to faculty members. These guidelines describe the procedures to be followed to prepare and consider each proposal for new appointment or promotion in rank. The pertinent documents are identified as exhibits enclosed with a cover memorandum from the Dean of the Medical School.
Designated non-tenured faculty members holding appropriate appointment and rank at affiliated clinics or hospitals are eligible to vote on proposals for promotion in rank of candidates, in accordance with approval for this procedure approved by the University Tenure Committee and the Vice President of Academic Affairs.
